How does putting text links of my blog into a page with a higher page rank help my page out?

Also do I want it to be in the number #1 spot or #10? What does all of those numbers of 1-10 mean in Google’s page rank ? When was the last time Google even did a page rank? Did they do one last month? How long before my blog gets a rating from google? Is it going to be at least 6 months before it happens?

Page Rank starts at 0 and the highest possible rank is 10. If you can get to 4, 5 or 6 you will be doing really well.
Google updates it’s page rankings every 3 months or so.
Try to get other high page rank sites to link to yours.
